Guiding opinions on pilot work

  In order to implement the "Notice of The State Council on Printing and Distributing the Implementation Plan of National Vocational Education Reform" (Guofa (2019) No. 4),Implement the "Notice issued by the Ministry of Education and other four departments on the Implementation of the" Academic Certificate + Several Vocational Skill Level Certificate "system Pilot Program in colleges and universities" (Teaching Cheng [2019] No. 6),We will actively yet prudently carry out the pilot work of the 1+X certificate system,The following guidelines are put forward for the pilot work。


  First, improve the mechanism for coordinated progress


  1. Improve the work structure


  All provincial education administrative departments should earnestly take the pilot work of the 1+X certificate system as an important starting point to deepen the reform of vocational education, improve the quality of personnel training, and expand employment skills, and increase the overall coordination and promotion。In provincial teaching and research institutions or regional leading vocational colleges or expert organizations,Establish a guiding and coordinating body for pilot work,It is clear that special personnel and vocational education and training evaluation organizations (referred to as training evaluation organizations) docking,Coordinate the implementation of different certificates,To guide pilot colleges and universities in provinces (autonomous regions and municipalities) in carrying out relevant work,Coordinate efforts to resolve relevant difficult issues,Cooperate with provincial education administrative departments to promote the pilot work in the province (autonomous region, city)。Pilot colleges and universities shall establish a working organization led by the main person in charge, coordinate and promote the pilot work of the university, specify specific work contacts, and coordinate the pilot work of the province (autonomous region and city)。


  2. Strengthen communication and coordination


  The training and evaluation organization should strengthen the connection with the provincial education administration department or the provincial pilot work guidance and coordination institution,To organize and carry out pilot work on standards promotion, teacher training and assessment in relevant provinces,And a wide range of meetings and activities involving the participation of colleges and universities in the province,Should communicate with provincial education administrative departments in advance and record。Provincial education administrative departments to organize and carry out seminars and teacher training related to the pilot should actively invite relevant training and evaluation organizations to participate, and relevant training and evaluation organizations should take the initiative to participate。


  (3) Implement a system of regular reporting of work updates


  All provincial education administrative departments, pilot colleges and training evaluation organizations should conscientiously implement the regular reporting system of pilot work dynamics, timely and accurately report work progress, summarize work experience, gather typical cases, reflect relevant difficult problems, and put forward policy suggestions。Through the filling system of vocational skill level certificate information management service platform, the scale of pilot colleges and participating students is dynamically managed。


  Second, ensure the orderly conduct of relevant teacher training


  (a) Relying on relevant teacher projects to do a good job of 1+X certificate system pilot teacher training


  The provincial administrative departments of education shall incorporate the teacher training related to the vocational skill level certificate into the plan project for improving the quality of teachers in vocational colleges,Connect with successively issued vocational skill level certificates and standards,Combined with 2019 project implementation,Coordinate the resources of all parties,Timely adjust the training plan and training content,Actively carry out the 1+X certificate system pilot teacher training work。From 2020, we will give full play to the role of national and local education administrative departments as the main channel for teacher training projects, and incorporate the pilot teacher training of the 1+X certificate system into the relevant training plans for teachers in vocational colleges。Combined with the teacher teaching innovation team, the "National Craftsman" innovation team overseas training program and other projects, play a leading role in cultivating "seed" teachers。Training and evaluation organizations should take the initiative to cooperate with and give priority to the 1+X certificate system pilot teacher training projects organized by national and local education administrative departments, actively participate in the design and organization of training programs, assign teaching experts according to the actual needs of local areas, and the relevant expenses of experts should strictly implement the relevant national and local standards。


  (2) Standardize the training and evaluation organization of teacher training behavior


  Training and seminars on the pilot 1+X certificate system conducted by training and evaluation organizations are useful supplements to relevant national and local teacher training programs。Training and evaluation organizations should adhere to the principle of public welfare, put social benefits first, formulate relevant training programs and charging standards according to law and regulations, and make public announcements in advance, accept supervision from all parties, and pilot colleges and universities should voluntarily participate in light of actual conditions。Teachers shall not be forced to attend fee-based training for any reason。The relevant fee standards for teacher training and evaluator training for colleges and universities shall be determined with reference to the national and local provisions on teacher training and reasonably combined with the actual situation, and no additional fees shall be charged for the assessment and certification of trainers and evaluators。Relevant training should adopt a combination of online and offline methods, mainly relying on vocational colleges to carry out, make full use of the existing resources of vocational colleges, mobilize social support, budget carefully and save expenses。The training evaluation organization should do a good job in planning and management, strengthen the training team building, strictly review the quality of training teachers, and the proportion of experts from industry enterprises is not less than 40% to effectively guarantee the quality of training。


  (3) Encourage teachers to actively undertake certificate training tasks


  Local education administrative departments should strengthen communication and cooperation with local relevant departments, support vocational colleges to make good use of the resources that their schools organize and implement vocational skill level certificate training, participate in vocational skill upgrading actions, actively undertake subsidized training, and expand the scale of training for employees, key employment groups and poor labor forces。Training and evaluation organizations, while participating in the implementation of the pilot 1+X certificate system in colleges and universities, independently carry out vocational skill level evaluation for social personnel。Pilot colleges can convert the extra workload of vocational skill level certificate training undertaken by teachers into full-time student training workload according to a certain proportion, and include it in the scope of performance-based pay distribution factors;In the internal performance pay distribution, it is inclined to the front-line teachers who undertake the certificate training task。The pilot institutions can form training consortia according to the types of certificates and engage teachers to carry out training。


  (4) Build and provide high-quality training resources in a timely manner


  The pilot 1+X certificate system is an important measure for the reform of vocational education teaching mode and evaluation mode. The X certificate training for students should be combined with the reform of teachers, teaching materials and teaching methods, and the relevant resources and projects should be made good use of by schools and implemented in combination with teaching organizations。The training and evaluation organization shall integrate high-quality resources, continuously optimize the standards of vocational skill level certificates, develop and improve vocational skill level certificate training materials in accordance with relevant provisions, and the textbooks shall be officially published by qualified publishing units, and the recruitment work shall be carried out through formal channels to ensure the students' training books。It is necessary to provide and update online supporting resources such as case database and question database in a timely manner, and share them widely and free of charge to meet the work needs of pilot colleges. Those that need to be provided with compensation should be based on the principle of public welfare, strictly control costs, and shall not increase the burden on students。


  3. Standardize assessment and certification


  1. Improving the assessment and evaluation system


  The training and evaluation organization should establish a simulation assessment platform, issue assessment plans, and provide support services for college students to participate in the assessment。The training and evaluation organization puts forward the requirements for the relevant conditions of the assessment site and announces them to the society, the pilot colleges declare themselves against the conditions, and the training and evaluation organization fully communicates with the provincial education administrative department, combines the regional reality, and determines the assessment site through negotiation, and records it in the provincial education administrative department and relevant platforms。The setting of assessment sites should comprehensively consider the layout of relevant colleges and majors in the province, and gradually cover more pilot colleges and universities. In principle, prefecture-level cities with pilot colleges and universities should set up at least one relevant certificate assessment site to facilitate students to participate in the assessment nearby。

  All localities should make overall use of various types of training bases to support the construction of assessment sites。Training and evaluation organizations shall strengthen their own management, and shall not directly or in disguise require pilot colleges to purchase equipment, facilities, software systems, course resources and related services of designated brands in any name such as training, assessment, licensing, etc。


  (2) Strengthen certificate assessment cost accounting


  Training evaluation organizations should adhere to the principle of public welfare, accounting for the assessment cost of vocational skill level certificates。During the pilot period, the Ministry of Education entrusted relevant institutions to organize demonstration and put forward the cost ceiling of the vocational skill level certificate assessment to participate in the pilot, and publicize it to the public。The training evaluation organization, in combination with the regional reality, determines the assessment cost standards through specific consultations with the provincial education administrative departments and pilot colleges。Pilot colleges can coordinate financial allocations, tuition fees and other business income to share training and assessment costs, so as to ensure that pilot students participate in the assessment of at least one vocational skill level certificate。Relevant funds should be used in strict accordance with relevant state regulations。The pilot colleges undertaking the task of assessment sites should make overall use of school sites, equipment, consumables, personnel and other resources to reduce the cost of assessment and certification。


  (3) Do a good job in certificate information disclosure services and learning achievements accumulation


  The training evaluation organization shall connect with the vocational skill level certificate information management service platform and release relevant information in a timely manner。The information of the vocational skill level certificate is entered into the platform within 7 working days after the certificate is issued, and services such as inquiry and verification are provided。To connect with the national credit bank of vocational education, within 1 month after the release of the relevant vocational skill level certificate, put forward the credit record proposal plan reflecting the learning results, and promote the accumulation of learning results。


  Fourth, improve the way of financial support


  All localities should, in accordance with the relevant requirements of the Ministry of Finance and the Ministry of Education, earnestly fulfill the main responsibility of investment, increase local financial input, make overall use of the central award and subsidy funds, actively raise social resources, and actively support the pilot work of the 1+X certificate system。All provincial education and financial departments should coordinate and arrange provincial special funds related to vocational education in accordance with the actual pilot work, improve the assessment mechanism, improve the distribution factors, and timely allocate the relevant funds to the pilot colleges。

  Each pilot college should docking with the training and evaluation organization in a timely manner, adjust and improve the professional personnel training program of the school according to the needs of certificate assessment, coordinate the existing teaching resources, rationally arrange financial funds, social resources and own funds on the basis of strict economy, and carry out the pilot work of the 1+X certificate system。We must improve internal control mechanisms, refrain from withholding and misappropriating financial funds, and ensure that the use of funds is standardized and effective。


  5. Strict supervision and management


  1. Improving institutional constraints


  The training and evaluation organizations participating in the pilot work should sign an agreement with the relevant institutions entrusted by the Ministry of Education to clarify the binding terms and liability for breach of contract in terms of public welfare, advanced nature, compliance, exit mechanism, etc。


  (2) Standardize publicity and guidance


  The relevant notices, announcements, and publicity caliber issued by the training and evaluation organization should be standardized, and the literature should be responsible for itself, to ensure the truth of the content, not to make false propaganda, exaggerated propaganda, and not to mark the words "guidance of the Ministry of Education", "guidance of the Vocational Department", "designated" and so on without authorization。


  3. Establishing and improving oversight mechanisms


  At the national level, monitoring points are set up in about 10 pilot colleges for each pilot certificate to supervise the implementation of the agreement by training and evaluation organizations, and timely discover, analyze and study the problems related to each link of the pilot work, which can be implemented by reference in all localities。Training evaluation organizations and pilot colleges actively carry out self-evaluation of performance, and accept the evaluation carried out by relevant provincial departments and third parties entrusted by them。The Ministry of Education will pay timely attention to and respond to the supervision and evaluation opinions of all parties in society through the vocational skill level certificate information management service platform。


  (4) Establish an exit mechanism


  Training evaluation organization where one of the following situations occurs,It was investigated and verified by relevant departments,The Ministry of Education will be disqualified from participating in the pilot,Exit from the pilot work: the assessment work is poorly organized and implemented,There is serious violation of the assessment discipline or fraud in the assessment process;Violate the relevant regulations by charging high fees or making arbitrary charges under other names,Failing to make rectification in time as required;Seeking illegitimate benefits through pilot work,For example, bundle sales of equipment and training software to schools;Failing to update relevant vocational skill grade standards, teaching materials and examination question banks in a timely manner as required;For other issues reflected through the certificate information management service platform and other channels,Failing to make rectification in time as required;There are other violations of discipline and regulations。

  The pilot institutions have one of the following situations,Provincial education administrative departments cancel the qualification to participate in the pilot: the pilot work is ineffective and the progress is slow,Failing to fill in weekly reports for three consecutive weeks;Certificate training, assessment and other work management is not strict;The use of funds for pilot work is not standardized;Forcing or in disguised form forcing students to participate in training or assessment;There are other violations of discipline and regulations。

  During the pilot process, all localities should summarize experience in a timely manner, publicize typical cases, study and solve existing difficult problems, and put forward suggestions for adjustment and optimization of relevant policies and measures。After the pilot period, relevant departments continue to improve the design of relevant systems。
